Unlike Mysterious Scientist, from who you acquire the Raid Chips for normal raids, Phoenix Raid Chip has to obtained from a different NPC called – Sick Scientist.
The Sick Scientist can be found near the Cookie Crafters and behind the largest building at Cake Land. You can purchase the Phoenix Raid Chip for 1000 fragments or a Fruit worth 1,000,000 Beli or more (with a two-hour cooldown).

And when you wish to buy the Phoenix Raid Chip again, you can directly visit to Mysterious Scientist in the Second Sea. But, remember, this only works when you have purchased the advance raid chip from the Sick Scientist once.
Do you need to reach 400 Mastery with Phoenix to Awaken it?
Nope, you don’t actually need 400 Mastery on the Phoenix fruit to awaken it. That requirement only applies if you want to host the raid yourself. Otherwise, you can simply join a Phoenix Raid that your friend is hosting.
